ForceControl is the specified options that cannot be changed in the scenario. By setting these options, they appear grayed out in the scenario setup menu so the player cannot change them. The default is that no forced options specified. These values are defined in the file "CIV4ForceControlInfos.xml" (found in your Civilization 4 directory\Assets\XML\GameInfo). The possible values are:
- FORCECONTROL_SPEED
- FORCECONTROL_HANDICAP
- FORCECONTROL_OPTIONS
- FORCECONTROL_VICTORIES
- FORCECONTROL_MAX_TURNS
- FORCECONTROL_MAX_CITY_ELIMINATION
