The Civ4CultureLevelInfo file defines the culture point values that trigger a border expansion in each of the different game speeds. This also controls how much culture is needed for a city to qualify as Legendary, important for cultural victories.

All tags must be opened and closed; the first is the "open", the second the "close" tag. If nothing goes inside a "list tag", then it should just be the opening tag with a "/" before the closing bracket. The following tables contain all available tags, as well as their purpose and accepted values.

Tag Name Description
Type This internal tag, usually prefixed with CULTURELEVEL_, is used throughout the XML files to refer to this specific culture level.
Description This is a tag used internally by the game, controlling the display name for this culture level. It is described in the Civ4GameTextInfos file.


Integers

All of these tags have a numerical value. Though it sometimes can be negative, it usually is not.

Tag Name Description
iCityDefenseModifier This is a percentage value that increases the city's defense rating by the given percent. Note that these percentages are not cumulative with one another (e.g. Fledgling culture has a value of 20 (meaning 20%), and Developing culture has a value of 40 (meaning 40% -- the Fledgling culture bonus no longer applies).
iThreshold This determines how many culture points are needed to trigger border expansion and a transition to the next culture level. Naturally, more culture points are needed on Marathon game speed than on Quick.


Lists (Multi-line)

All List tags consist of an opening/closing tag, which is shown here, and then each entry within it is another tag with the same name as the parent tag, minus the "s" (i.e. singular, rather than plural).

Inside of this tag, the SpeedThreshold contains the GameSpeedType and iThreshold tags, declaring the applicable game speed and required number of culture points, respectively. See the example text below for an overview.
