The promotions that give collateral damage or increase intercept percent do not show up for a unit unless the unit starts with the ability.  I have tested it myself after I read other people talking about it.  It was a problem we had in the MoO2Civ mod because the torpedoes promotion increased collateral damage but it didn't actually show up because none of the ships caused collateral to start with.  ~Fulano, 11 March 2010

The promotions that give collateral damage or increase intercept percent do not show up for a unit unless the unit starts with the ability. I have tested it myself after I read other people talking about it. It was a problem we had in the MoO2Civ mod because the torpedoes promotion increased collateral damage but it didn't actually show up because none of the ships caused collateral to start with. ~Fulano, 11 March 2010
